When: 04/16, late night by the time the report is turned in regarding the incident in the early afternoon.
Where: Hokage Tower
Notes: After dousing a fire and failing to admit a random kunoichi to hospital, Adela spent hours on the investigation of the area and writing the mission report with the exact right wording.

Details: 13:40 -- Forest fire was identified two kilometers south-east of the village's borders. Source was kunoichi of unknown identity; female, pink hair, likely age mid-teens, not very tall, green eyes, fair skin, red and white clothing at time of sighting. Inconclusive ranking at time of report. Fire was doused with water ninjutsu, Source was taken from clearing to fresh air. Source used a genjutsu to flee at undetermined point between leaving the area and arriving at hospital.
14:26 -- Source is still at large. Recommendation is to apprehend Source as she is likely in need of medical supervision at hospital.
14:37 -- Local area surveyed for damage. Minimal impact on local environment and no threat to civilian or low-ranked shinobi foreseen upon return to the area. Source is still at large.
16:32 -- Repeated surveying of local area. No change notable. Concluding surveillance with assumption that area will recover if left alone. Source is still at large.
Conclusion: Source was likely practising fire ninjutsu without supervision and the blaze went out of her control.
Recommendations: Immediately apprehend Source and transport to hospital. Review Source's mental capacity to make sound decisions, review ranking if Source is found to be above Chuunin rank. Have Source review fire safety and insist on supervision when practicing with fire ninjutsu in the future.
