It seemed foolish to pretend as if none of the villages were ever in conflict with one another, but Itachi was probably right that it would unnecessarily ruffle feathers if any of the genin happened to blab about it. Nameless and allegiance-less opponents were probably better, and would give the genin a chance to assess their enemies instead of jumping to any conclusions based on village affiliation.
