Ah. Iruka had been high on Fugaku's list. Discounting his experience with Iruka as Itachi's former teammate, Fugaku dealt with the man a good bit due to his teaching position. At the very least Iruka was loyal to Konoha and not likely to cause a scandal with ridiculous behavior.

Fugaku looked at Itachi closely. "Was this, perhaps, Iruka's idea?" It seemed as though something had to have spurred Itachi into bringing up this subject.
