He doesn't really dislike the idea, and really, the only worry is the civilians disturbing the routine that the soldiers need to maintain safety. Rules and extending knowledge would easily prevent that. But for all of that, it's new and Gale watches especially any interactions between obvious civilians and Suna shinobi, at least when he isn't looking at the eateries and shops.
