Hide and Seek! ... The Ninja Way!

Uchiha Obito, in light of realizing his shinobi simply couldn't work together, decided to take action! In what way you ask? By way of making his shinobi work together for a common goal!
A game of Hide and Seek!
Not just any game though, it's a game where he's set it up so pretty much the only people exempt are ones on long missions already (which isn't many people and no player characters) and himself, mainly because someone has to keep track of assigning short missions, and keeping an eye on clients, and pulling people to guard rotations mid-game. People will return to their teams around their missions/guard rotations, of course. Hopefully, their team didn't 'die' in the meantime.
The scarves being used as life tokens are brightly colored, as shown above, and will have a Konoha symbol sewn onto each end in black.
Location: The game will be found outside the southwest wall of Konoha, so don't worry about getting any civilians caught up in it. The area will be marked off by sealed ropes that if crossed with a scarf will ping an alert that you just 'died' and you'll be fetched by someone also 'dead' or the Hokage.
Rules of Engagement!
Rule 1: If your whole team loses their scarves, they have 'died' and are out. You then have the option of either helping to keep track of other teams that 'died' or to return to your normal duties. Anyone whose team 'dies' in the first three days owes Obito three days of D-ranks as payment with your temporary team. You can use scarves stolen from other teams as backups for your own scarves to keep you 'alive'.
Rule 2: At least one flag in your possession must always be physically visible! This means you may layer a Genjutsu over it so it doesn't appear visible, so long as it actually is.
Rule 3: No lethal Jutsu! This is a game, not a war, and Obito wants there to be no casualties. Any accidental injuries severe enough for a medic should be handled immediately before that team may return to play.
Rule 4: Get to know your temporary teammates! That's the whole point of this exercise, and Obito's grand goal for it is to have Konoha be more unified in the wake of this event.
Dates: In-game this will go from the 15th of October to the 23rd of October!
Rewards: The teams still standing at the end will have each member permitted to decline a single mission of their choice, no questions asked, for the next two months. Another perk is that they will have first choice of missions should they arrive early enough in the day when there is a rush on them.
Team Arrangements!
Each line is a team, as given to the characters by Obito. Anyone on Hiatus, of course, needn't actually do anything if they aren't here, but can backthread it later if they wish. Every team has four people, so teams with three are welcome to use the NPC journal to play their fourth teammate if they like! You're also welcome to use the NPC journal for named, and unnamed, shinobi in the free for all as opposition to your teams.

Perhaps also fortunate was that there was at least one jounin (or two, she didn’t know for sure, given her unfamiliarity with the last member of the team) to lead the team. It meant that, as only a chuunin, she wasn't compelled to attempt to take charge of an unfamiliar team. The burden of figuring out the strengths and weaknesses of the members of the team didn't fall straight onto her shoulders from the outset.
Thus she saw no need to speak immediately upon their gathering. Instead, she simply watched the elder Hyuuga expectantly.

In any case, it was their team that would enter first. Neji idly toyed with the ends of their team's pale purple scarf, relieved that at the very least, it wasn't terribly bright. Not that he was sure how much he even cared to win so much as make it through the first three days. But already, his mind was ticking off various strategies they could go in with. He'd probably end up leading by default unless Mika happened to be a veteran Jounin. In any case, he'd save the briefing for when the other half of their team arrived.
In the meantime, he was left with Sakura, and he still didn't know what to say to her. He looked over the team list again, frowning at the number of strong teams that could easily overpower them. They'd have to play this game more to the hiding side than seeking.
"Quite the line-up Hokage-sama put together. We have a number of formidable teams to watch out for."

When the jounin spoke, she frowned and glanced down at the list from where she stood. "Shisui Uchiha...which one is his team?" She was most used to dealing with him, as far as fighting allies went, but he was also the one best fit for neutralizing her presence on the team. Knowing who else was on his team would probably be a good idea, if only to have an idea of how to best avoid his.
Not that his was the only one that would be a threat, of course, but...her own master was the one that it seemed she should be able to best counter (or at least avoid).

A strong team, but one they just might be able to break apart if they were good enough about it. Against Genjutsu, he could do little more than detect and dispel, but Uchiha genjutsu was on a different level than ordinary genjutsu. He could take Gai and Hinata separately, and wasn't all that worried about Iruka.
Neji shifted. "You have some talent with genjutsu, correct?" He recalled glancing at her file before, but the mission wasn't likely to have combat and never did. "And an earth affinity?"

At his inquiries, she gave a short nod. Her skill with genjutsu wasn't anything on an Uchiha level, but she at least knew how to handle sharingan-based genjutsu. That wasn't useful at all in a general sense, but against her master she was reasonably certain she could go all out without danger. At least as long as there weren't other Uchiha around to witness it.
"As long as we stay in close proximity to each other, I'll be able to obscure the number and positions of the scarves in our possession." He might or might not have been asking about her genjutsu skill for that purpose, but it seemed wise to inform him of that capability regardless.

"That ability will be invaluable in the field," he returned with a half smile, then turned his attention back to the sheet to finish memorizing it. "I'll keep a vigilant watch over us, of course.. We'll just need to decide shifts."

She nodded firmly at his decision, though. "Do you know anything about the other two on our team...? If it's necessary, I'll be able to disguise our positions or confuse other teams with my level of genjutsu as well...provided they lack the possession of a sharingan or byakugan." She knew next to nothing about the Byakugan, after all, there was no way she could tailor her genjutsu to overcome one of those except by chance.

"I know that Ami is one of Uchiha Shisui's genin students. She's small and determined, but I can't say anything beyond that. Mika.. is entirely unknown to me. I'd say she's at least a Chuunin from the snatches of assignments I've heard about, but beyond that, we'll just have to find out when she gets here."

She spotted Neji and Sakura and waved to them, her thousand watt smile was enough to get their attention. Seemed that they already knew each other and were discussing the mission. Hopefully they'd gel together pretty quickly and pull through! "Ah, hello!"

She of course assumed this one was Mika if only because she looked far too old to be genin. "...'Mika'?" It was probably best to check anyway.

"Mika-san," he greeted with a nod and a small smile of his own. She looked older and wore a vest, but her rank beyond Chuunin wasn't immediately apparent. "I'm Hyuuga Neji, and this is Haruno Sakura- two of your teammates for this assignment."

"Ne, that's me!" She practically skipped over to the other members in her excitement. Calm down child. "Nice to meet you Sakura-san, Neji-san!" She wouldn't elaborate on her background until pressed for it, though Mika didn't mind talking about herself in the least. Neji's surname conjured up the image of a very serious stuck-in-the-mud type of fellow but Mika hoped that he was a bit flexible. Again she felt a niggling sensation at Saukra's name, someone had mentioned her in passing? Otherwise the pinkette was a mystery.

As she'd experienced before.
She'd be rather surprised if Mika knew anything of her...and dismayed if it was Haruno she recognized instead. "Mika." She gave the woman a curious look before she continued to speak. "Have you seen the list of other teams yet?"

"I apologize for my lateness," she bowed, not straying very far from the doorway. "I had to deal with some family business beforehand, and it ran longer than I expected. I look forward to working with you, Haruno-senpai, Hyuuga-senpai, Yamada-senpai." She nodded to each respectfully, packing more solemnity into her voice and carriage than such a small, doll-like girl should be able to.

Yes this was only an exercise and not a life or death situation but it wouldn't kill Mika to dial down the enthusiasm. The team overall seemed pretty low key, except Mika. It was a good thing she hadn't re-dyed her hair recently or she'd stand out even more.
As Ami made her entrance Mika offered her a big smile. "Looks like everyone's here! Guess we should get into our plans." Okay, it was serious time. Mika could do this.

"It's fine Ami, but as we're going to be the first team into the area, we need to avoid taking too long here." And with a look at the three others- Mika in particular- he took the initiative.
"Alright, I need a short breakdown of your individual strengths and weaknesses. To give you a decent idea, I'm a taijutsu specialist with some ninjutsu capability- primarily earthen defense. My doujutsu allows me to detect chakra and see great distances. I lack much in long-range offensive capability, and have virtually no talent with genjutsu beyond detection."

She nodded briefly to Ami, but didn't really have an opportunity to say anything else before Mika spoke up once more and Neji got down to business. Which was for the best, as he had a point. What little advantage they had would be squandered if they stood around socializing instead of using their time well.
He should know her strengths already, but for the benefit of the other teammates (and thus teamwork), she gave a brief response anyway. "I specialize in kenjutsu and earth jutsu. I have some talent with genjutsu and as well, but nothing on a level that can compete with the Uchiha we'll encounter."

So that left Mika as the "unknown factor."
She quietly noted the information the other two gave, thankful that Sakura seemed to have skill in genjutsu which was lacking in herself. The silence after Sakura prompted her to speak.
"Ne, I'm most proficient in taijutsu and typically use ninjutsu and kenjutsu in conjunction. My fire and water jutsus are...fairly balanced. Enough that I tend to use them together for diversions and such. My genjutsu is rather basic, not much beyond detecting myself." Hopefully that was enough to fill things in.

Also, posing with her hands on her hips, chin raised and determined, scarf wrapped artfully around her neck as she stood at the entrance of the field of battle. "Even though we have enough scarves to win already, lets be the team with the most at the end!" ...She laughed after a moment. "...Or maybe not the most...but it's useful if we cut through competition and get ahead so we've got plenty to fight with in the final stretch, right?"
...Because...they were totally gonna win. Right?

She beamed brightly at her teammates, expectant.

"... Rin-san," he said after a moment of schooling his tone into something polite. "Given the composition of the other teams, wouldn't it make more sense to let them tire each other out first?"
Unspoken: and give us a few days of doing nothing more intensive than defending our necks so that Sasuke could maybe take the birds out to give them some proper training, give his room more than a cursory cleaning before Mikoto could descend on it and rearrange everything, and maybe sleep.

If he was going to be polite because of the company, though, then she would take full advantage of that. For the greater good of the team. "That would let teams like the one your brother is on get an advantage in scarf number over us! Sensei is out there, too, and he won't tire out any time soon." She shook her head, frowning determinedly. "No! The only way to compete is to use our advantage of early placement to go out there and catch the weak fish first! Then we'll be ready to take on the teams that have your brother, Sensei, and Kakashi."
And that would also keep Sasuke from slinking off and trying to get out of the game.

Minato was a real problem, though, Sasuke's face falling. A few days of games would barely tire the Fourth, and even if Naruto's father wasn't quite the same as his mother, they were a family of participators.
Though if they were to follow Rin's suggestion ... Sasuke took a look at the team rosters again, raising an eyebrow.
"All of these teams have at least a jounin each," he pointed out. "Only two of them have just new jounin, so besides those two, which ones would be the weak teams?"

"Hmm...well." She glanced over at him with a curious expression. "You've lived here for five years I haven't. What do you think? From your observations of these people, which ones would you say are the easiest teams to deal with?"

"All of them are objectively balanced," he said after a moment. "It'd be more important to figure out who has experience teaming with whom and take advantage of any potential gaps in teamwork."
Oh my god I am so sorry for her...
The best way to win would be to collect as many scarves as possible, but that would risk their own scarves in the process. At the same time, the team she was dealt seemed more than ideal to simply go on the offensive instead of disappearing to the shadows and hiding the entire time. But, there was only one way to find out for sure.
She was standing there in front of the three taller men (and one giant canine) before her, nodding as she crossed her arms over her chest and began to speak with her eyes -- blind and seeing -- making contact with each of them, "We need to know for sure what each other's strengths are before plotting out a strategy. From what I know of you guys, we're more suited to an ambush offense -- finding the other teams before, for the most part, they find us. It's a meaningless strategy if I'm wrong though, so we're going over this now. I'm strong with doton, katon, and suiton techniques as well as melee combat with kenjutsu and decent taijutsu."
She nodded her head to the next person, waiting for them to speak and say what they were good at. The only way they could possibly have a chance of getting through was through teamwork, and she wasn't about to take this lightly -- even if it was a deceivingly-simple training exercise.
Re: Oh my god I am so sorry for her...
"Genjutsu, Katon, Suiton, and Kenjutsu." The girl was right, with the Sharingan on the squad, and two impressive noses in addition, they would be able to hide and catch the drop on other squads, provided they weren't fighting against the Byakugan. Genjutsu traps not requiring eye contact nor physical touch were easy enough to set in place, and they would make off with a scarf before the enemy was even aware of it.

He had reasonable knowledge of their skills already, and though he could see a plan formulating in his head.. It was both apparently not needed due to the emergence of their supposed leader, and seemed way too much like wasted effort. There was an easy way to win this without any collateral, but he was interested to see what might come of the young girls strategising.
One thing he definitely didn't like was talking about himself, so the expectant question was a difficult one for him to answer.
"Raiton, primarily, though I also have a perchance for doton... I, uh.." He scratched awkwardly at his shock of pale hair. Oh, this was difficult, how had they both managed to scale their abilities down so easily? "..Ninjutsu, taijutsu. I also have a pack of summoning hounds with various tracking, ambush and attack skills..?"

"Most of my taijutsu attacks rely on Inuzuka ninjutsu and Akamaru," Kiba announced loudly as if he wanted to make sure that the civillians back in the village were aware of his stupendous strengths. "As for other skills, our noses are the best in the village. We can sniff out anything from miles away - don't even need a hanky to sniff beforehand. It's all up here." he tapped the side of his nose with one hand, his other arm bent at the elbow, leaning on Akamaru's huge flank.
"I'm gonna go right ahead and appoint myself leader here since I'm pretty sure I'm the most capable," he said to the other chuunin and the two jounin looking back at him, entirely unphased by the backwards notion he just described. "And I think our best course of action is definitely gonna be hoarding. Round up extra lives and knock the other teams out as fast as we can. Ain't much point in fuckin' around if we can win this thing in a few days, right?"

"It involves all of us -- scent tracking to find the others first, genjutsu to throw opponents off until it's too late, and doton to trap our targets seems ideal to avoid the most combat and to make things easier on us. That's with blind intel on the rest of the teams, but we have the time to see whether or not it's an appropriate strategy to use on any given team. For example, I don't think it'd be an apt one against any teams with Hyuuga clan members, or even other Uchiha. That and our opponents range from Genin to Jonin to Kage level, so deceptively simple tactics might not apply to everyone. I'm willing to hear ideas on how to deal with doujutsu users, as well as anything you know on the others participating in game."
Her eyes fell particularly on Kiba, then Kakashi as she spoke again, "We'll need your expertise to find traps as we come across them as well, and to foil attacks that may be aimed at us before opponents think we're ready for them. It might even involve setting some off on purpose to attract attention and strike whoever comes to investigate. I still think trapping and immobilizing is the best method, and if we pick an area of the enclosure that's relatively downwind to the rest of it at any given time we should be able to more easily pick up on incoming opponents before they ever reach us."

Ah, but this was a team effort, after all. He couldn't let him do that and risk them a scarf that could make a difference, could he. While the other was rambling, he was busy wrapping his scarf to one of his legs; specifically, the side where he held his weapons holster, to make it more difficult to get off of him.
He remained silent through Adela's explanation, allowing her to get her information in before processing it himself.
"Dojutsu in Konohagakure is divided between Sharingan and Byakugan, for the most part." High level genjutsu and copying abilities versus long range sight and the ability to see through solid objects. A Hyuuga would be able to sense oncoming genjutsu traps.
"I imagine most teams will naturally employ an ambush tactic or try to remain hidden as to prevent themselves from becoming a statistic." Why go looking when you could wait for people to waltz into a trap, after all.
"One, or two Kage bunshin should provide a sufficient decoy from which to draw out other hidden squads."

Aside from feeling just a little patronized by it's simplicity, Kakashi knew this game had a purpose, and the more he thought about it the less likely it seemed that his previous plan would come into fruition.
"I agree with Itachi. A covert ambush seems to be a lot more strategically optimal than an offensive one. I don't see the point in attacking if we don't have to." Kakashi shrugged, his thumb tucked behind him in his pouch. Tempted.
"While hoarding scarves at first seems like a good idea, we have to remember that we only need a minimum of one to succeed."

"Are you kidding me?" he grumbled up at the other ninken user like everything was definitely his fault. "The more scarves we get the quicker we knock the other guys out and the faster we're the only ones left! You guys really wanna be stuck sittin' in some god damn tree for a week?"

Hm.
Without really thinking about it she swayed her hips a little, walking up to Kiba as she tried to make her voice more sweet and appealing while she spoke, "Letting the other teams get impatient, letting them come after us and underestimating our prowess until it's too late..."
A gentle finger poked at his chest to punctuate her point, and a smirk tugged at her lips when she added, "Taking their scarves in their complacence of us. Showing them that we're the best, and all because we chose to take our time. Doesn't it sound good, Captain?"
... This kind of made her feel dirty, to be so manipulative like this. But if it could coax him to listen, it'd be worth it in the end. She needed to practice this kind of deceptive tactic, anyway.

She was.
And it left him slightly confused, enough for him to actually make an expression for a moment before correcting himself with a harsh blink.
Kiba sure seemed the type to actually fall for something like that, and Adela was a healthy young woman. Surely, any moment now, the Inuzuka's face would be lighting up like a fresh, ripe tomato. He could already hear the inevitable stuttering.
He didn't speak though, not yet. A glance was shot, towards Kakashi, trying to see if the older shinobi shared his reaction.

Kiba was an idiot, Kakashi knew that much, and whether he fell for the taunt or not didn't make much difference to him.. He just wanted to get this over with as quickly as possible, so his focus had strayed.

"Sure, that sounds good.." he mumbled, half pouting and half frustrated with the way his own proverbial tail was wagging at being called 'Captain'. "But I don't wanna be the one kept back just for tracking. Let the guy with the summons over here do that since he gives the least shits outta all of us," he jerked a thumb at Kakashi, then folded his arms and puffed out his chest, which might have looked a little more dominant had it not been for his pink face. "Akamaru and I aren't just a pair 'a noses, y'know. We're kick-ass at offensive attacks, too."
Mostly he was just sulking at not getting a chance to shine. He'd be happy with taking his time as long as he got a good majority percentage of the limelight.

Her fingers trailed down his cheek gently with her speech, trying to accentuate that doing this was a good thing and that he needed to for their success. Oh did she ever feel dirty though, but it was for the good of the mission, it had to... It was so hard not to crack her expression or tone though, and even then she felt her skin starting to go pink. No, she had to hold on just a little longer...

(The entire reason this event was happening, honestly.)
"I don't object to this." he adds, in the hope it will get Kiba to finally agree on a plan. Kiba is a good source of offense, and if he is fully focused and willing to work with the team as a whole, it will strengthen the team that much more.
In the meantime, they are targets, so he keeps his Sharingan and his senses ready. It is likely other squads are having similar issues, but you can never be too cautious.

He had to hand it to her that it was smart. Using that kind of strategy was awfully risky, both in threat of embarrassment and failure.. But Kiba was transparent. There was no doubt that it might have not worked, and it had if the look on the Inuzuka's face was anything to go by.
His mask pulled in a smirk, and he looked back down at his book.

"Yeah..." he muttered, his breath all too breathy, and cleared his throat to repeat the phrase in a more gruff voice. "Yeah. Sure. Sounds good to me."
Could he really be blamed for his gullibility? She was a pretty girl, after all.

"All right, you heard our captain. We have our tactics in place, so let's prepare before the other teams are on our asses while we're not ready."

His was his leg, and while his leg could be tripped up, it was also by his weapons, and being forced to get so close to him meant the possibility of being kicked, or dealing with his eyes.
Sensei was out here, along with Iruka. People who knew his fighting style were more of a threat than other Leaf Shinobi, but he had spent months, and months without seeing them. He had new tricks up his sleeves.
"Traps should be efficient but non-lethal." They only wanted the scarf, not to amputate a leg.
"And we should move." The Byakugan users would likely close in.

"Do you suggest we take to the trees or remain on ground?" Kakashi asked, shutting his book with a quick snap of the pages - it was time to actually get something done now, after all.

"Akamaru and I are better on ground.." he huffed at Kakashi's question. "Since we have two sensory types, I should stay on ground and you should run through the trees above me. That way we broaden our scent range, air and ground."
