The contact was what he had craved most, and Gai could appreciate Obito's focus enough to let him work without further interruption (even if Gai did sometimes want to lean over and kiss him, or smell his hair, or touch him). He tried not to be too nosy about the paperwork itself either--this was Hokage business, after all--but he really enjoyed watching Obito at work, admiring the concentration, the diligence, and yes, the passion. It was an immense privilege to watch him work.
