It's Party Time!
Where: Konoha, Training ground xx
When: February 10.
Notes: Party log. Messages were sent to every person Hinata (and Natsumi?) could think of that Obito would want to see at his birthday party.
Keeping a party secret from the Hokage was like keeping a secret from her father. If given the slightest hint that something was up he would be all over it. Needless to say Hinata had kept the planning crew to herself and one Uchiha Natsumi. The older kunoichi becoming her partner in crime, and more than willing to take the food preparation out of Hinata’s hands and prepare a very lovely cake for the surprise party.
The party wouldn’t be fancy, just a gathering of friends and family members to her sensei in a training ground. The trick however was getting him to come while everyone else gathered. As such Hinata was left with the rather unenviable task of coming up with a fabulous tale to drag Obito out and to the party. Pity too because that cake looked fabulous.

"This is wonderful, this whole thing! Thank you."

"We made it into a covert mission. I'm glad Operation: Birthday was a success."
If they'd gone with anything fancier, it would have been difficult to make it a success. Some people were good at keeping secrets, and some people would have given it away. Not intentionally, but through their excitement at being involved in throwing the Hokage a surprise party.

"I'm glad too. I didn't expect a thing out of you guys."

That balance was a harder feat to achieve than one might think in a shinobi village, where even the civilians had at least Academy level training and were well versed in how to spot anything potentially suspicious.
"If we want to surprise you again next year, it's going to take even more planning."
They might have to pass the responsibility of making some of the sneaker arrangements to someone Obito would never suspect, just to keep things interesting.

If she had to, she'd get Itachi involved. His missions often took him away from Konoha for longer than some, but she was certain she could persuade him to help for Obito's sake. At least a little.
"I'll see it as a challenge to my creativity."

She could say this from experience. Before making the larger scale and decorated version, she'd made something small and simple using the same recipe to sample her work. Oftentimes, she could see room for improvement in her cooking even when others told her it tasted great the way it was. With this cake? It turned out exactly as she'd wanted it.
